Hehe - yes, important sign. I probably would have climbed in otherwise, had I been there. Perhaps it's for the benefit of cats? No wait...

Homless and drunk* people, who climb in to sleep there overnight, might be grinded alive by the rubbish truck in the morning. Bin -> rubbish + poor guy -> grinder.
Yes, the question is still there: "Can this sign actually prevent *them from dying mindlessly...?"
